International Mini Rugby Series 2011- Chichester Event-Tournament Regulations
This event is played in accordance with the RFU Continuum where it is applicable.
Before a Match
All teams must be ready at the pitch side no later than 5 minutes before kick-off.
Age Groups
The following dates are the qualifying dates for each of the age groups in the tournament.
Under 12 Boys born 1st Sep. 1998 and after Under 11 Boys born 1st Sep. 1999 and after Under 10 Boys born 1st Sep. 2000 and after Under 9 Boys born 1st Sep. 2001 and after Under 8 Boys born 1st Sep 2002 and after Under 7 Boys born 1ST Sep 2003 and after
Proof of Age
All players must be able to identify themselves and to certify their age with a valid passport or registration card from their respective rugby union. Teams must be able to present this proof if and when required.
All Games
The teams are divided into groups on both days where all the teams meet in a pool stage.
League Points
Three points will be awarded for a win and one point for a draw.
If two or more teams have the same number of points, the order will be decided as follows:
Team with the greater points difference Result of match between teams with equal points Or further still by the toss of a coin There will be no extra time (except injury time) in any circumstances
Play Off Stages
If the teams draw the play off games, the order will be decided as follows:
Team with the greater points difference in the league stages. Result of league match between teams in play off. Or further still by the toss of a coin There will be no extra time (except injury time) in any circumstances
Number of Players per Team & Substitutions
Game Scenarios
Games will finish if the score reaches 30-Nil prior to full time.
Where the points difference reaches 30 points prior to full time the game will finish.
Where a club is fielding two teams who are due to play each other in competition-refusal to play will result in a draw.
In the unlikely event of a club entering two teams in the same age group but with insufficient players to play both teams at the same time, then the numbers need to be reduced on each team until they are the same and the game go ahead as normal.
Squad Sizes
Team numbers are in accordance with the RFU Continuum
Playing numbers U7 / U8 7 players
U9 / U10 9 players
U11 12 players
U12 13 players
Maximum Squad sizes U7/U8 12
U9/U10 15
U11/U12 20.
Coaches to decide how small their squad can be.
The emphasis is on every body playing rugby in three competitive games per day no matter what level they play. We want clubs to travel with all those in each age group who wish to play.
Rolling substitutions are permitted i.e. a player who has been replaced can return to the field an unlimited number of times.
Ball Sizes
Under 7 to 9 = Size 3 Under 10 to 12 = Size 4
Insurance
Please make sure that all your players are insured both on and off the playing field. AcumenEdge Ltd does not carry any group insurance protecting participants in case of injury, illness, theft or damage to property. AcumenEdge Ltd is in no way responsible for injury or economic loss which may arise in the case of war, warlike events, civil war, revolution or civil disturbances or because of the actions of the authorities, strikes, lockouts, blockades or similar events. Please note as per AcumenEdge Ltd terms and conditions, AcumenEdge Ltd cannot be held responsible for adverse weather conditions, which could result in cancellation of fixtures by third parties.
Team List
All players on the team /accommodation lists are considered as if they have participated in the tournament and may not represent any other team in the tournament without permission of the Tournament Organisers. Random controls of team list and participant’s list will be carried out.
Players Kits
If the referee decides that one team should change shirts due to similarity to the opposing team’s shirts, the team appearing first in the playing schedule must change.
Protests There will be no protests
The decisions of the referees connected with the playing of the game of rugby union are final.
Cautions/ Sending Offences
In the event of foul play the referee will ask the coach to substitute the player.
Behaviour and Conduct of Players and Spectators
Team managers are advised to control the behaviour of their team both on and off the field. Teams should play fairly on the field and within the correct spirit of the game – remember that winning is not everything and that the tournament is there to be enjoyed by everybody. Proper conduct off the field is also important and remember that you are representing your club.
The teams are responsible for their supporters conduct and any misconduct will be reported to the relevant rugby union and / or Local Police.
Referees
Teams should be made aware of the following – AcumenEdge Ltd holds referees and other match officials in very high esteem and without these individuals we would not have a tournament to participate in. Please ensure that respect is given to all match officials regardless of the outcome of your fixture. We will in no way tolerate in any way disrespect given to match officials and disciplinary action will be taken against any teams or individual who repeatedly disrespect the tournament officials.
Teams That Do Not Appear
Any team not appearing at the appointed time and place for a match will automatically lose the match. In special cases, the tournament organisers may decide to exclude a team at the first offence i.e. if a deliberate act of not appearing favours their own team or is unfair to another team in the group. If any team is excluded from the tournament previous results will be void.
If a team has not turned up to the tournament on the Saturday then matches will continue as per the schedule and all their opponents will register a win by a score of 15 points to nil points. On the Sunday the schedule will be amended and that team will not feature in the schedule
